Course Overview

Many activities taking place at hydrocarbon facilities are of a hazardous nature which may impact human life, assets and the environment in the event of upset conditions occurring. Consequently, the facility and other parties must be prepared for any emergency situation arising at any of its facilities and thereby restrict the consequential losses that can be incurred.

Emergency Response (ER) Management is identified as a core Health and Safety (HSE) process, within the HSE Management System. The ER programme shall inter-relate with other core HSE processes, such as Hazard and Effects Management Process (HEMP) and Incident Investigation and Reporting (IIR) Process Framework.

It is of prime importance that these Emergency Response Procedures are understood by all those concerned, so that each individual involved will fulfil his role effectively and efficiently.

Day 1: Fundamentals of Pipeline Systems and Associated Hazards

Understand the basic principles of liquid and gas pipeline systems
Identify common products and their physical and chemical properties
Examine the causes and effects of pipeline failure and associated hazards
Review environmental requirements related to pipeline operations

Day 2: Emergency Response to Pipeline Incidents and Emergencies

Learn the guidelines for safe and effective response to pipeline incidents
Explore the scope and procedures for managing emergencies
Understand regulatory and legislative requirements for emergency response
Evaluate risks and implement immediate actions during pipeline emergencies

Day 3: Emergency Preparedness and Planning Principles

Define the aims and objectives of an effective Emergency Plan
Develop emergency preparedness strategies tailored to pipeline operations
Establish procedures for Emergency Response preparation and planning
Review best practices for ensuring readiness in high-risk environments

Day 4: Incident Management Structures and Organisational Responsibilities

Explore the Operator's Incident Management Structure and Framework
Clarify organisational roles and responsibilities at all response levels
Coordinate internal and external resources during emergencies
Strengthen leadership and decision-making in emergency response teams

Day 5: Interfacing with Emergency Responders and Emergency Response Testing

Understand interfacing requirements with emergency responders and services
Manage coordination between operators, public safety, and industrial organisations
Handle communications with media and stakeholders during emergencies
Conduct emergency response testing and drills to validate preparedness plans
