The following course has been designed to familiarize participants with the concept of E-Government. The material covered will enable the participants to link the concept of E-Government processes in order to improve organizational performance, TQM, re-engineering and systems operations. Providing participants with the knowledge and the foundations of government needs in developing E-Government. Identify obstacles and problems associated with the process of E-Government ways to manage the process of resistance to change. This course covers 20 CPD hours.

Day 2: E-Government Facilities – Public and Private Personal Data Protection

  • Understanding the concept of a common data platform in E-Government systems
  • The importance of public service cards for identity management
  • The role of e-brokers or intermediary agencies in the process
  • Structuring organizational management processes and their role in decision-making

Day 3: Traditional Bureaucratic Government Structure vs E-Government

  • Understanding agency structures within traditional government frameworks
  • Key characteristics of information flow in traditional vs. digital governance
  • The transformation within government structures through E-Government
  • Introduction to E-Government interoperability and its framework (e-GIF)

Day 4: Automation of Government Business

  • Business process mapping and re-engineering for more efficient governance
  • The collaboration between government and private sectors in digital services
  • The importance of agreements between different government levels for smooth implementation
  • Interoperability frameworks and securing ICT systems for seamless communication

Day 5: Advancement on National Census, Health Care, Social Security, ID Card and Passport

  • Introduction to TESS (Telematics for Social Security) and its role in E-Government
  • Managing data protection and privacy in social security and public health services
  • Social Security card usage, portals, and real-time employment declarations
  • The role of biometric and electronic identity cards, including the use of E-passports
